It is rare to find such impressive villains and even more difficult to find lists that would compile them. Nice work man! I would still suggest a few additions:
Lord Conquer - "Storm Riders" 1998
Played by Sonny Chiba this is one villain that not only killed parents of both leading heroes but also many more. On most occasions even beats the hell out of both the heroes; something that is difficult to find.
Invincible - "A Man Called Hero" 1999
How can anyone possibly forget him. He fought Pride and apparently lost although in reality he had won as Pride died within a month because of injuries from the battle. However Pride told Invincible, “Go home and be a good husband and father. You have too many distractions”.
16 years later Invincible returned to fight Pride’s pupil Hero Hua. Surprisingly he was blind now, yet much more powerful. During the spectacular battle in Statue of Liberty Hua asked Invincible “Must a victor emerge in today’s battle?”
“Yes, I’ve waited for a long time” Invincible responded “For this duel I blinded myself, I killed my wife and Children. Now I have no more distractions”.
For heaven’s sake find me a dialogue more evil than this.
Mokoto Shishio – “Samurai-X” 1996-98
Well this was probably the best animation ever. Nothing in past 12 years even comes close to it. But even its peak was during the Shishio era. In case anyone has not seen it you don’t need to waste your time watching all 95 episodes. Simply click on the following episodes in its torrent: Episode 30 for intro of Shishio and then episodes 56-60. These two hours shall suffice and provide you with an undisputed villain deserving a top ten spot.

Excellent list! It's true what they say: a good hero is nothing without a great villains! I am very pleased to see that The Master is finally recognized as one of the greats! Perfect descriptions for all of the villains, especialy Sauron. All in all a very well done list and an extremly enjoyable read!

You forget Hannibal Lecter from the Thomas Harris novels. He’s a murderous superhuman, the epitome of actualization of perfection in any of his endeavors. He is a hedonist. His mind is a palace in which he stores every detail of his life. He’s egoistical and clever. He has a bizarre distinguishing characteristic, a sixth finger; and an affectation, eating people. Furthermore, you can't help but admire him: he is a greater person than any other in the novels to the point where his character achieves greater than human qualities.
